Drainage Superintendents:
As a result of the new Agricultural Drainage Infrastructure Program (ADIP) policies, it is now a requirement for municipalities to submit time reports in support of their drainage superintendent grant claims. Since 2005 was a transition year, we acknowledge that some drainage superintendents may not have complete records, and so we are prepared to accept whatever you have available.

However, for 2006 and beyond, time reports must be submitted. As promised at the ADIP information meetings, attached are three acceptable sample time reports. You can choose to use one of these reports, or you can modify the reports to suit your particular purpose, or you can create your own form of time report. The key element is that you must be able to demonstrate that the time being claimed is consistent with Section 3.0 of the ADIP policies.

In addition, here are some other considerations:

  • · These spreadsheet time reports were designed for “employee” drainage superintendents. This doesn’t mean that these time reports cannot be used by consultants or individuals providing drainage superintendent services on a contract basis. In fact, if your invoices to the municipality are not detailed, we will require additional information on the time being claimed, and this could be addressed with these time reports. However, consultant or contract drainage superintendents cannot claim vacation, sick leave, stat holidays, etc.
  • · For employee drainage superintendents, a percentage of your time spent on vacation, stat holidays, sick leave, bereavement, etc. may be claimed for the drainage superintendent grant. The percentage of this time that may be claimed is limited to the percentage of your time spent performing drainage superintendent duties. So, if at the end of a year, the time reports show that 40% of your working time is spent performing drainage superintendent duties, then 40% of the time spent on vacation, stat holidays, sick leave, bereavement, etc may be claimed for grant.
  • · Benefits (see ADIP policy 3.2e): Similar to vacation, stat holidays, etc, a percentage of benefits may be claimed as part of the cost of employing a drainage superintendent. If again, 40% of your working time is spent performing drainage superintendent duties, then 40% of the benefit cost may be claimed on the superintendent grant app, to a maximum of 35% of the drainage superintendent salary cost.
